PNP – Ontario (Ontario Immigrant Nominee Program)

The Ontario Immigrant Nominee Program (OINP) is Ontario’s Provincial Nominee Program designed to
attract skilled workers, international graduates, and entrepreneurs who can contribute to Ontario’s labour
market and economic growth. The program operates in partnership with Immigration, Refugees and
Citizenship Canada (IRCC).
Individuals nominated by Ontario may apply for Permanent Residence for themselves and their eligible
family members. Final Permanent Residence decisions are made by IRCC.
OINP Categories & Streams
1) Human Capital Category
• Ontario Express Entry – Human Capital Priorities Stream
• Ontario Express Entry – Skilled Trades Stream
• Ontario Express Entry – French-Speaking Skilled Worker Stream
• Master’s Graduate Stream (non-Express Entry)
• PhD Graduate Stream (non-Express Entry)
These streams are for candidates with relevant education, work experience, and language proficiency. Some
streams require an active Express Entry profile, while others do not.
2) Employer Job Offer Category
• Foreign Worker Stream – for skilled workers with a permanent job offer in Ontario
• International Student Stream – for recent graduates with job offers from Ontario employers
• In-Demand Skills Stream – for workers in targeted occupations such as agriculture, construction,
trucking, and PSWs
3) Business Category
• Entrepreneur Stream – for individuals establishing or purchasing a business in Ontario
• Corporate Stream – for international corporations expanding into Ontario (note: intake status may vary)
General Eligibility Highlights
• Intention to live and work permanently in Ontario
• Relevant work experience in eligible occupations
• Education and language proficiency as per stream requirements
• Job offer required for Employer Job Offer streams
• Express Entry profile required for Express Entry-aligned streams
Processing Time (Indicative)
OINP processing times vary by stream and application volume. Human Capital and Employer Job Offer
streams may take several months for provincial nomination. After nomination, Permanent Residence
processing timelines are determined by IRCC.
