The Manitoba Provincial Nominee Program (MPNP) is Manitoba’s Provincial Nominee Program designed to
attract skilled workers, international graduates, and entrepreneurs who can contribute to Manitoba’s labour
market and economic growth. The program operates in partnership with Immigration, Refugees and
Citizenship Canada (IRCC).
Manitoba is Canada’s fifth most populous province and has a diverse economy including agriculture,
manufacturing, energy, mining, financial services, and healthcare. MPNP helps eligible applicants obtain
Permanent Residence to live and work in Manitoba.


MPNP Streams


1) International Education Stream (IES)


• Career Employment Pathway – for Manitoba graduates with long-term job offers in in-demand
occupations
• Graduate Internship Pathway – for graduates with internships contributing to Manitoba innovation
• International Student Entrepreneur Pilot – for graduates intending to establish a business in Manitoba


2) Skilled Worker Stream


• Skilled Workers in Manitoba – for temporary foreign workers and international graduates currently
working in Manitoba
• Skilled Workers Overseas – for skilled workers outside Canada with strong Manitoba connections
Skilled Worker applicants submit an Expression of Interest (EOI) and are ranked based on factors such as
age, education, work experience, language proficiency, and connection to Manitoba.
Skilled Worker Pathways

• Manitoba Work Experience Pathway – for applicants currently working in Manitoba
• Employer Direct Recruitment Pathway – for candidates recruited by Manitoba employers outside Canada
• Manitoba Express Entry Pathway – for Express Entry candidates meeting MPNP criteria
• Human Capital Pathway – for candidates with experience in in-demand occupations in Manitoba


3) Business Investor Stream


• Entrepreneur Pathway – for individuals establishing or purchasing a business in Manitoba
• Farm Investor Pathway – for individuals establishing and operating a farm in rural Manitoba
Application Process
• Submit an Expression of Interest (EOI) to MPNP
• Receive a Letter of Advice to Apply (LAA) if selected
• Submit a complete MPNP application
• Receive provincial nomination upon approval
• Apply for Permanent Residence through IRCC

Processing Time


MPNP processing times vary by stream and application volume. Provincial processing may take several
months. After nomination, Permanent Residence processing timelines are determined by IRCC. Applicants
should always refer to official MPNP and IRCC updates for current timelines.
