PNP – British Columbia (BC Provincial Nominee Program)

The British Columbia Provincial Nominee Program (BC PNP) is an economic immigration program jointly
managed by the Government of British Columbia and Immigration, Refugees and Citizenship Canada
(IRCC). The program is designed to attract skilled workers, international graduates, and entrepreneurs who
can contribute to British Columbia’s labour market and economic development.
Applicants nominated by British Columbia may apply for Permanent Residence for themselves and their
eligible family members. Final Permanent Residence decisions are made by IRCC.
BC PNP Program Categories
1) Skills Immigration (SI)
• Skilled Worker
• Health Authority
• International Graduate
• International Post-Graduate
• Entry Level and Semi-Skilled (ELSS)
The Skills Immigration category is for foreign nationals with a valid job offer in British Columbia. Some
categories are aligned with the federal Express Entry system, while others are non-Express Entry.
2) Express Entry BC (EEBC)
• Skilled Worker
• Health Authority
• International Graduate
• International Post-Graduate
Express Entry BC allows British Columbia to nominate candidates from the federal Express Entry pool. A
provincial nomination provides an additional 600 CRS points, significantly increasing the chance of receiving
an Invitation to Apply (ITA) for Permanent Residence.
3) Entrepreneur Immigration
• Entrepreneur Immigration – Base Category
• Entrepreneur Immigration – Regional Pilot
• Strategic Projects Category
The Entrepreneur Immigration category is for experienced business owners and senior managers who
intend to establish, purchase, or expand a business in British Columbia.
General Eligibility Highlights
• Full-time, indeterminate job offer from a BC employer (for most Skills Immigration streams)
• Job must fall under eligible TEER categories as per NOC 2021 (where applicable)
• Relevant education, training, and work experience
• Meet minimum language requirements based on the stream
• Ability to support yourself and your dependents
• Wage offered must meet BC wage standards for the occupation
• Valid legal immigration status in Canada (if applying from within Canada)
Application Process
• Create an online BC PNP profile and register in the Skills Immigration Registration System (SIRS)
• Receive an Invitation to Apply based on registration score and draw results
• Submit complete BC PNP application
• Receive provincial nomination upon approval
• Apply for Permanent Residence through IRCC
Processing Time
BC PNP processing times vary by stream and application volume. Skills Immigration and Express Entry BC
applications are generally processed within several months at the provincial level. Federal Permanent
Residence processing times are determined by IRCC.
