The Newfoundland and Labrador Provincial Nominee Program (NLPNP) allows the province to nominate
skilled workers, international graduates, and entrepreneurs for Canadian Permanent Residence. The
program is delivered in partnership with Immigration, Refugees and Citizenship Canada (IRCC).
In addition to NLPNP, Newfoundland and Labrador also participates in the Atlantic Immigration Program
(AIP), which provides an employer-driven pathway to Permanent Residence for eligible workers and
graduates.
NLPNP Categories
1) Skilled Worker Category
• For individuals with a full-time job offer from a Newfoundland and Labrador employer
• Also available to individuals already working in the province with a valid work permit
• Employer must demonstrate labour market need and meet provincial requirements
Eligibility highlights include relevant qualifications and work experience, legal status in Canada, language
proficiency in English or French, sufficient settlement funds, and a genuine intention to live permanently in
Newfoundland and Labrador.
2) International Graduate Category
• For graduates of eligible Canadian post-secondary institutions
• Must hold a valid Post-Graduation Work Permit (PGWP)
• Requires a full-time job offer related to the field of study from a Newfoundland and Labrador employer
• Application must be submitted within the timeframe set by NLPNP after graduation
Applicants must demonstrate language proficiency, sufficient settlement funds, and the intention to settle
permanently in Newfoundland and Labrador.
3) International Entrepreneur Category
• For experienced business owners or senior managers
• Requires establishment, purchase, or partnership in a business in Newfoundland and Labrador
• Applicants must actively manage the business and meet investment and net worth requirements
• A Business Performance Agreement is required
Application Process
• Submit an Expression of Interest (EOI) where applicable
• Receive an Invitation to Apply (ITA) from NLPNP
• Submit a complete provincial application
• Receive provincial nomination upon approval
• Apply for Permanent Residence through IRCC
Processing Time
NLPNP processing times vary by category and application volume. Provincial processing may take several
months. After nomination, Permanent Residence processing times are determined by IRCC.
